Proposals will be received by the West Virginia Parkways Authority via Bid Express for:

MEDIAN BARRIER REPLACEMENT CONTRACT MB-1-26
MILE 63.8, FAYETTE COUNTY

PAPER BID SUBMISSIONS WILL NOT BE ACCEPTED AND ALL BIDS MUST BE SUBMITTED ELECTRONICALLY VIA BID EXPRESS. Construction under this contract shall commence after NTP and must be completed by September 17, 2027.

Proposals will be received via Bid Express until 3:00 PM April 7, 2026, at which time said proposals will be publicly opened and read at the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306. Results may also be heard via teleconference by dialing this number and entering the participant code: (816)-702-6618, 516392461#. No bids will be received after the scheduled opening.

Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Contract Documents without Standard Specifications or other referenced standards can be obtained from www.bidexpress.com. The project engineer of record's contact information is the following: mevaughn@HNTB.com, (304) 760-1827.

Proposals must be made via Bid Express in the manner designated in the specifications, and must be accompanied by a CASHIER'S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5%) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered to the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306 on or before the day and hour named. Bid bonds may instead be submitted electronically via Bid Express. ANY BID THAT IS NOT ACCOMPANIED BY A BID BOND DELIVERED ELECTRONICALLY VIA BID EXPRESS OR A CASHIER'S CHECK, A CERTIFIED CHECK, OR A BID BOND DELIVERED AT THE PLACE DESIGNATED ABOVE ON OR BEFORE THE DAY AND HOUR NAMED WILL BE CONSIDERED IRREGULAR.

All bids submitted by bidders who have been debarred or declared ineligible by the Director of the Purchasing Division shall be rejected.

The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
