Request for Proposal Splash Pad Concrete Addition
City of Bluefield, WV

The City of Bluefield, West Virginia is seeking responses to this Request for Proposals from interested parties for concrete work within the City Park, in the town limits of Bluefield, Virginia. Concrete shall be as detailed below. Concrete quantities may be adjusted to fit budgetary needs after bids are accepted.

• Splash Pad Concrete Addition
o Encompassing several pads within the park, see maps for details
o Estimated 2,612.46 SQFT, (see attached spec sheet for details) as Necessary
o 6” Thick â€Â" 720 SQFT (Building Pad)
o 4” Thick â€Â" 1,892.46 SQFT
o Base leveling with 6” of stone
o Concrete, material should be rated at 4000 psi compressive strength
o Work should have control joints to control cracking and be placed with reinforcement to resist heaving.
All materials should be resistant to most caustic and hostile materials
o There is need for a pump truck mobilization, grade stone subbase, form, place rebar, finish & sawcut
o Knee Wall at the rear of shaded pad, 2 CMU high, length 60 feet. Solid fill with reinforcement

*All work must be to industry standards

Proposal Requirements:
• Optional Quote; all necessary labor and materials except for stone and concrete
• A list of similar projects and reference
• Scope, Installation, and/or outline of work and time frame for completion
• Proposed total price for all concrete surfaces and give cost per cubic foot
• Submittal of material specifications and quantities. Materials subject to review before bid acceptance


ALL PROPOSALS MUST BE SEALED AND CLEARLY MARKED “Splash Pad Concrete Addition”. PROPOSALS MUST BE RECEIVED BY 2:00 P.M. LOCAL TIME AT CITY HALL, 200 ROGERS ST. BLUEFIELD, WV 24701, ON OR BEFORE MAY 1ST 2026, AND SEALED BIDS WILL BE OPENED AT 10:00 A.M. ON MAY 4TH, 2026.

Faxed or emailed proposals cannot be accepted.

The City of Bluefield will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the contract award. The City of Bluefield reserves the right to contract with one firm (lowest responsible bidder) or the entire project or more than one firm for various components of the project, as the City deems to be in its best interest.
