REQUEST FOR QUALIFICATION PROPOSALS FOR PROFESSIONAL TECHNICAL CONSULTING
AND TRAINING SUPPORT

The Bluefield WV Economic Development Authority (BEDA) is seeking qualification proposals from consulting professionals familiar with manufacturing business. Qualification statements should include experience in training, planning, and operational support for manufacturing companies. This effort is a part of the Bluefield BUILD program, an SBA E2G funded initiative. Consultants will work through BEDA and other project partners as may be required to support the implementation and execution of technical and training assistance for participating manufacturing businesses across the Southern West Virginia and Southwestern Virginia region.

BEDA is seeking subject matter expert consulting professionals familiar with technical application and training experience in collective, collaborative, and one-on-one business environments for the purpose of providing services including but not limited to the following:

3.Federal Contracting Readiness & Engagement
4.Regulatory & System Compliance
5.Quality Systems
6.Financial Systems & Opportunity Costing
7.Business Development & Customer Management

10.Market & Opportunity Research
11.Marketing & Digital Presence Development
12.Supply Chain Management & Optimization
13.Manufacturing Equipment Operation
14.Automation, Robotics, & AI Integration
15.Process Equipment, Analysis & Continuous Improvement
16.Cybersecurity Maturity Model Certification (CMMC)
17.Health and Safety Planning & Implementation


Procurement of said services shall be in accordance with West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical/training expertise, management and staffing capabilities and related prior technical/training experience (minimum of three examples).

The purpose of the competitive process is to objectively select the firms who will provide the highest quality of training and technical services in the areas specified. Technical qualifications and experience will be weighed heavily and interested consultants should provide statements for all services that may apply to them. Selected respondents will be interviewed, and the firms ranked, most qualified will be selected to enter fee/contract negotiations as needed as the program progresses.
