Receiving Stream:Shannon Branch
Activity:
Copper Ridge Landfill may receive municipal solid waste, including but not limited to, paper, glass, metal, food waste, construction/demolition debris, and household waste. No infectious or hazardous waste will be accepted at this facility.
Construct, operate, and maintain a commercial sanitary landfill, incorporating the activities of disposal, compaction, grading, construction, installation of a closure cap, covering, revegetation, vermin/pest control, drainage and sediment control, access control, leachate management, surface water control, gas management, ground- water monitoring, surface water monitoring, post-closure site monitoring, and construction of other structures and appurtenances as indicated in the attached permit documents.
To operate, and maintain a leachate collection, storage, and pretreatment system and best management practices comprised of a leachate collection system under the fill, and composite lined leachate basin/pretreatment system. The collected leachate is piped to the City of Welch's wastewater treatment plant (WV/NPDES Individual Permit No. WV0024589).
To operate and maintain a storm water management system consisting of Sediment Basin 1 (23.125 ac-ft) directly into Shannon Branch 1.4 miles from the mouth. This discharge point is designated Outlet 001 at Latitude 37° 28' 35" N and Longitude 81° 35' 04" W.
Business conducted: Municipal Solid Waste Landfill.
Implementation: N/A
On the basis of review of the application, the âSolid Waste Management Act (Chapter 22, Article 15, Section 5(b) and 5(c))â, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the first date of the public notice. Such comments or requests should be addressed to:

The public comment period begins February 17, 2026 and ends on March 23, 2026.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
